Two quotes for the same 8 by 4 metre villa pool can sit AED 40,000 apart. Ten years later, the cheaper pool has often cost its owner more. The pump drew three times the power it needed, the filter sent a tanker’s worth of water down the drain every year, and the grout started washing out before the kids finished primary school.
This guide looks at the best swimming pool contractors in Dubai through that lens. Not the showroom photos. Not the price on page one of the quote. What the pool costs you to build, run, clean and repair over its first decade, and which build decisions set that number before the first bucket of soil comes out of the garden.
It is written for villa owners, developers and facility managers who are comparing swimming pool construction companies in Dubai and want a fair way to score them. We are Green Creation, so we will tell you plainly where we think we sit. But most of this page is about the arithmetic, and you can run it on any contractor, us included.

The best pool contractors in Dubai are the ones whose pools stay cheap to own. Ask every bidder for the pump model and its wattage at the running speed, the filter type, the pipe diameter, the distance to the plant room, the waterproofing product and the grout type. A well-specified 8 by 4 metre pool can cost roughly AED 3,000 to 3,500 a year less to run than a poorly specified one, which adds up to more than AED 30,000 over ten years before any repairs. What “best” should mean when you hire a pool builder in Dubai?
Search for pool contractors in Dubai, and you get a long list of companies that all say the same things. Quality. Experience. Luxury. Every one of them has a gallery of blue water and palm trees. None of that tells you which pool will still be cheap and trouble-free in year eight.
A pool is a machine that runs every day of the year. In Dubai it runs harder than almost anywhere else. Water temperature in an uncovered villa pool can pass 34°C in August. Evaporation strips several millimetres off the surface on a still summer day and more when the shamal is blowing. Fine desert dust lands in the water around the clock. The top-up water from DEWA is desalinated, soft and low in calcium, so it pulls minerals out of plaster and grout if nobody balances it.
So a good builder here is doing two jobs at once. The first is the one you can see: a sound shell, clean tiling, and a design that suits the villa. The second is invisible on handover day. It is the choice of pump, pipe size, filter, plant room position, waterproofing and finishes that decides how much you pay every month for the next ten or fifteen years.
When we talk about the best swimming pool contractors in Dubai in this guide, we mean firms that get the second job right as carefully as the first. Some of the ideas come from how UK, Australian and American pool buyers already judge builders. Australian buyers are used to star ratings on pool pumps. British surveyors think in whole-life cost. American utilities have been paying homeowners to swap single-speed pumps for years. Dubai buyers can use the same thinking. The numbers just come out bigger because our climate is harder on the equipment.
Why the cheapest quote rarely stays the cheapest
Price competition in swimming pool construction Dubai projects happen mostly on things the owner never sees. A single-speed pump costs less than a variable-speed one. A 50 mm pipe costs less than a 63 mm pipe. Cementitious slurry costs less than a proper crystalline system plus membrane. Standard cement grout costs less than epoxy. Each swap takes a few thousand dirhams off the quote. Each one comes back later as electricity, water, chemicals or repair work.
The owner rarely connects the two. The pump bill arrives inside the general DEWA bill, mixed in with the air conditioning. The grout failure shows up in year five, long after the contractor’s defects period ended. That gap between cause and cost is why a low bid wins so often, and why we built this guide around the ten-year number instead of the build number.
The ten-year cost of a Dubai villa pool, worked through
Here is a worked example for a typical villa pool of 8 by 4 metres with an average depth of 1.4 metres. That is about 45 cubic metres of water. Dubai Municipality asks for the full volume to pass through the filter at least once every four hours, so the system needs to move roughly 11 to 12 cubic metres an hour.
We compare two builds. Build A is the kind of pool a low-bid contractor delivers: a single-speed pump, a sand filter, 50 mm pipes, the plant room 18 metres away at the end of the garden, no cover, standard grout and a basic waterproof coating. Build B is what we would specify: a variable-speed pump, a cartridge or glass-media filter, 63 mm pipes, a plant room within 6 metres, an automatic or solar cover, epoxy grout and a crystalline system with a membrane.
The electricity figures use the top DEWA residential slab of 38 fils per kWh plus the 6 fils fuel surcharge, because most Dubai villas are already in that slab during the long summer months. Water uses the upper DEWA water slab of 4.6 fils per imperial gallon plus the surcharge, which works out to a little over AED 11 per cubic metre. Your own figures will move with your bill, pool size and habits, so treat this as a model, not a quote.

The build price gap closes somewhere around year six or seven on running costs alone, and sooner if the first pump or the grout gives up early. After that, Build B is simply cheaper to own every single year. And that is before counting what the owner of Build A spends in time chasing contractors about a pump that trips or a green tinge that will not clear.

These are modelled figures for one pool size at current DEWA slab rates, not a promise for your pool. Real results depend on hours of use, shade, wind exposure, bather numbers and the service company. The point is the direction and rough size of the gap, which holds for almost every Dubai villa pool we have looked at.

Everything in the table above traces back to a short list of decisions made at the design stage. Most of them cost little or nothing extra if they are made early. You will notice most of these live in the plant room or under the deck. That is exactly why they get cut. A buyer can see the difference between two tile samples. Very few buyers ask what diameter the suction pipe is, and fewer still check.

Electricity and the pump
The pump is the single biggest running cost on most Dubai villa pools, and it is the one where a builder’s choice matters most. The reason is a piece of physics pool engineers call the affinity laws. Roughly, if you halve a pump’s speed, it moves half the water but uses about an eighth of the power.
That is the whole case for a variable-speed pump. Instead of running a 1.5-horsepower motor flat out for ten hours, you run it slowly for fourteen or sixteen hours, turning over the same volume of water with a fraction of the electricity. You speed it up for an hour when the robot cleaner runs or when you backwash and slow it down again.
The worked numbers
A typical single-speed pump on a villa pool draws around 1.1 to 1.3 kW. Run for ten hours a day; that is about 12 kWh daily and about 4,400 kWh a year. At 44 fils per kWh, roughly AED 1,900.
A variable-speed pump doing the same turnover at low speed might draw 250 to 350 watts for fourteen hours, plus an hour or two at higher speed. Call it 4 kWh a day and about 1,500 kWh a year. Roughly AED 650 to 700.
That is about AED 1,200 a year saved on one pool, and it grows if the pump was oversized to begin with. Oversizing is common. A contractor who is not sure about the pipe runs will fit a bigger pump to cover himself. The water moves, the pool passes its handover, and the owner pays for the extra horsepower every day for a decade.
Where pipe size and distance come in
A pump has to push against the friction of every metre of pipe and every elbow, valve and fitting. Put the plant room 18 metres from the pool with 50 mm pipe and a dozen bends, and the pump is fighting a lot of resistance just to move the water. Bring the plant room within 6 metres, go up to 63 mm, and cut the bends, and the same flow needs much less effort.
This is why the plant room position belongs at the start of the design, next to the pool shape. Once the villa’s garden plan is fixed around a pool, the plant room tends to end up wherever there is space left. We have been asked to fix a lot of pools where that happened. Other electrical loads
Lights, chillers, heat pumps, dosing units and water features all add to the bill. LED lighting uses about a fifth of the power of old halogen fittings. A heat pump with a coefficient of performance of 4 to 5 produces four or five units of heat or cooling for every unit of electricity, far better than a resistance heater. Water lost to sun, backwash and leaks
An uncovered pool in Dubai loses water to the air constantly. On a hot, dry, breezy day, evaporation can take 8 to 10 millimetres off the surface. Averaged over the year, 5 to 6 millimetres a day is a fair working figure for an exposed villa pool. On our 32 square metre example, that is roughly 60 to 70 cubic metres a year, or more than a full pool’s worth of water every twelve months.
Every litre that evaporates leaves its minerals and stabiliser behind. So evaporation costs more than water. It slowly concentrates cyanuric acid and dissolved solids in the pool until the chlorine stops working well and the water has to be partly drained and refilled. That drain-and-refill is another hidden water cost.
What a cover does
A good cover can cut evaporation by 90% or more while it is on. It also keeps dust and leaves out, holds chlorine in the water instead of letting the sun burn it off, and stops the pool heating as fast in summer. For a busy family pool that is open most afternoons, a realistic saving is still 60 to 80% of evaporation losses. Automatic slatted covers cost more but get used every day. Manual covers are cheaper and often end up folded behind the pump room.
Backwash water
Sand filters are cleaned by reversing the flow and sending dirty water to drain. On a dusty Dubai pool that can mean a backwash every week, using half a cubic metre or more each time. Cartridge filters are cleaned by lifting out the cartridge and rinsing it, which uses a small fraction of that water. Glass media sits in between: it backwashes, but less often and more cleanly than sand. The right choice depends on bather load and on who will do the cleaning, which is a question a good contractor asks and a poor one skips.
Leaks
A small leak can waste more water than evaporation and cost far more to fix. Leaks usually come from three places: failed waterproofing at the shell, cracked or badly jointed buried pipework, and poorly sealed fittings such as lights, returns and skimmers. Long pipe runs to a distant plant room mean more joints under the garden, and more joints mean more chances of a leak you cannot see. Chemicals and Dubai water
Chemical spend is the running cost owners notice least and waste most. Most of that waste comes from three local conditions, and each one has a build answer.
The first is sunlight. Strong UV breaks down unstabilised chlorine within hours. Stabiliser helps, but too much of it locks the chlorine up, and evaporation pushes stabiliser levels higher every month. A cover and a sensible dosing system slow that cycle down.
The second is dust. Fine particles carry organic matter that eats chlorine and feeds algae. A filter sized for the dust load, plus good skimming, takes that food out of the water before it costs you shock treatments.
The third is the top-up water. Desalinated supply comes in low in calcium hardness. Water that is short of calcium takes it from wherever it can, which means plaster, grout and tile adhesive. A pool that is never balanced for calcium slowly eats its own finish. Epoxy grout and a balanced calcium level in the 200 to 400 mg/l range protect it.
For the targets that matter day to day, most Dubai pools should run free chlorine between 1 and 3 mg/l and pH between 7.2 and 7.8, with total alkalinity around 80 to 120 mg/l. Inline probes that read pH and ORP and dose automatically hold those numbers far more steadily than a weekly hand dose. Steadier water means less chemical waste and less surface damage. Salt pools
A salt chlorinator makes chlorine from a mild salt solution, which means fewer chlorine deliveries and softer-feeling water. It is not free. The cell needs cleaning and eventually replacing, and salt water is harder on some metals and natural stones. The best builders specify salt-tolerant fittings and coping from the start instead of discovering the problem in year three. The structural costs that arrive later
Running costs are steady and predictable. Structural costs are the opposite. They arrive all at once, usually after the contractor’s warranty has ended, and they are the reason some Dubai pool owners end up spending as much on repairs as they did on the build.
Waterproofing
Concrete is not waterproof on its own. A shell that leaks slowly into the ground can go unnoticed for a year or two, then show up as cracked deck tiles, damp in a basement or garden wall, or a pool that needs topping up every other day. Fixing it properly usually means draining the pool, removing finishes and treating the shell. On a villa pool that can run from AED 30,000 to well over AED 80,000.
The best contractors treat waterproofing as a system. A crystalline admixture or coating that grows into the concrete, a flexible membrane at joints and penetrations, and a witnessed flood test held for at least 24 to 72 hours before any tile goes on. If the level drops, it gets fixed before it is buried. Ask to see the flood test record. If a contractor has never been asked for one, you have learned something about how they work. The shell and the ground
Dubai’s ground varies a lot between communities. Reclaimed land on Palm Jumeirah and parts of the coast has a high water table and salty groundwater. Inland areas such as Arabian Ranches and Dubai Hills are drier but can have gypsum and sulphate in the soil, which attacks ordinary concrete. A pool built without checking this can suffer from rusting rebar, cracking, or, in the worst case, lifting out of the ground when drained on a high water table.
The fixes are well known: sulphate-resisting cement where needed, enough concrete cover over the steel, a hydrostatic relief valve on high water tables, and a soil test before the design is fixed. Tiles, grout and finishes
Tiles fail in Dubai for predictable reasons. The water is soft and hungry for calcium, the sun heats the waterline band by many degrees every day, and pools get acid washed more often than they should. Standard cement grout loses strength under all three. Epoxy grout costs more per square metre but lasts many times longer under these conditions. A tile adhesive rated for permanent immersion matters as much as the tile itself. Liability after handover
UAE law makes contractors and designers responsible for serious structural defects in buildings and fixed structures for ten years after handover. This is known as decennial liability. It gives an owner real protection, but only if the contractor is still trading, is properly licensed for the work, and has signed a contract that clearly covers the pool. A one-person operation that closes after two years leaves you with a right you cannot use. It is one more reason the size and history of the firm matter as much as the price.

When you have three quotes on the table, it helps to score them the same way. Here is the weighted scorecard we would use if we were the buyer. Give each contractor a mark out of 10 on every line, multiply by the weight, and add it up. It takes about half an hour with the quotes in front of you, and it usually makes the decision much clearer than comparing totals.

Price is missing from that list on purpose. Score the quotes first, then look at price. A contractor who scores 85 at AED 150,000 is almost always a better buy than one who scores 55 at AED 125,000, for all the reasons in the ten-year table above.

These are the questions we would want answered in writing before signing with any of the pool contractors in Dubai. A good firm answers them without fuss. A weak one changes the subject.
- Which pump are you fitting, and what does it draw in watts at the speed it will run most of the day?
- How far is the plant room from the pool, and what pipe diameters are you using on suction and return?
- What turnover time does your design give, and will you measure the actual flow at handover?
- Which waterproofing products are you using, and how long will you hold the flood test?
- Is epoxy grout in the price, or is it an extra?
- Does your trade licence activity cover swimming pool construction, and who signs the structural drawings?
- Who applies for the permit and the developer NOC, and are those fees inside this quote?
- Who will service the pool after handover, and is that your own staff?
- Can I visit two pools you finished in the last year and speak to the owners?
- What exactly does your warranty cover, and for how long, in writing?
⚠️ Warning signs
A quote with a single lump sum and no equipment list. A large deposit before drawings or permits exist. “Standard pump” or “high-quality filter” instead of a model number. No mention of a flood test. A contractor who says permits are your problem. Pressure to sign this week for a discount. No maintenance team of their own. Any one of these is worth a second look. Three or more is a reason to walk away.

Dubai rules that shape the build
Some of the running-cost decisions above are also legal requirements. Dubai Municipality’s technical guidelines for swimming pool plans set minimums that every design must meet, and the right authority depends on where the villa sits. Mainland plots go through Dubai Municipality. Plots in Trakhees areas, such as parts of Jebel Ali and Nakheel communities, go through Trakhees. Free zones such as Dubai Silicon Oasis go through the Dubai Development Authority. Most master communities also want their own NOC before any authority looks at the drawings.

Build prices move with size, finish, access and ground conditions, so any table is a rough guide. These are market ranges for a finished pool, including standard equipment, before VAT, based on current Dubai pricing for residential work.

Permits, the developer NOC, structural design and a refundable community deposit usually add several thousand dirhams, and approvals can take two to six weeks depending on the authority. The upgrades that pay back fastest in Dubai are a variable-speed pump, a cover, epoxy grout and automated dosing. Together they typically add AED 15,000 to 30,000 to a villa pool and, as the ten-year table shows, most of that comes back in lower running costs.

The first year after handover
The first twelve months tell you a lot about a pool. New plaster and grout cure and release lime into the water. The first summer shows whether the pump and filter can keep up with the dust. Small leaks at fittings show up as the ground settles. A pool that gets proper care through that first year usually settles into a long, quiet life.
Here is what we suggest for the first year, whoever built your pool.
- Weekly professional visits for at least the first three months while the new surface cures.
- A water test that includes calcium hardness and stabiliser as well as chlorine and pH.
- A bucket test in the first summer to rule out leaks before the defect period ends.
- A check of the pump’s actual flow against the design turnover.
- A written list of any snags sent to the contractor well before the defects period runs out.
After that, most villa pools do well on a weekly or fortnightly plan plus an annual equipment review. Who are the best swimming pool contractors in Dubai?

How much does it cost to run a swimming pool in Dubai each year?
For a typical 8 by 4 metre villa pool, expect somewhere between AED 2,500 and 6,500 a year for electricity, water and chemicals, before any service contract. A variable-speed pump, a cover and automated dosing push you toward the lower end. An oversized single-speed pump and an uncovered pool push you toward the top.
How much electricity does a pool pump use in Dubai?
A single-speed villa pump running ten hours a day uses around 4,000 to 4,500 kWh a year. A well-sized variable-speed pump doing the same job uses about a third of that. At summer slab rates the difference is roughly AED 1,000 to 1,500 a year.
Is a variable-speed pump worth it in the UAE?
Almost always, yes. It costs more to buy, but in Dubai’s long pumping season it usually pays back within two to three years, runs quieter and puts less wear on seals and filters.
How much water does a pool lose to evaporation in Dubai?
An exposed villa pool can lose 8 to 10 millimetres a day in summer and around 5 to 6 millimetres a day averaged over the year. On a 32 square metre pool that is roughly 60 to 70 cubic metres a year. A cover can cut that by most of the way.
Do I need a pool cover in Dubai?
You do not have to have one, but it is one of the best value extras you can buy. It saves water and chemicals, keeps dust out, and slows the pool heating up in summer. An automatic cover gets used far more than a manual one.
Which filter is best for a Dubai pool, sand, cartridge or glass?
For most villa pools a well-sized cartridge filter wastes the least water, because it is cleaned by hosing instead of backwashing. Glass media is a good choice for busier pools and fine dust. Sand works but needs frequent backwashing here. The right answer depends on bather load and who will clean it.
How long does it take to build a swimming pool in Dubai?
A standard concrete villa pool usually takes 8 to 12 weeks on site once permits are in hand. Approvals add two to six weeks depending on the authority and the community. Infinity and larger pools take longer.
Do I need a permit to build a pool in Dubai?
Yes. Mainland villas need Dubai Municipality approval, Trakhees areas need Trakhees approval, and free zones such as Dubai Silicon Oasis go through the Dubai Development Authority. Most communities also want a developer NOC first. A good contractor handles all of it.
What turnover rate should a Dubai pool have?
Dubai Municipality guidelines ask for the full pool volume to pass through the filter at least every four hours. Ask your contractor to show the calculation and measure the real flow at handover.
Why does grout fail in Dubai pools?
Desalinated top-up water is low in calcium, so unbalanced pool water pulls calcium out of cement grout. Heat and acid washing make it worse. Epoxy grout and keeping calcium hardness in range stop most of the damage.
What is a flood test, and why does it matter?
It is filling the waterproofed shell and holding the level for 24 to 72 hours before tiling to prove it does not leak. Finding a leak at that stage costs very little. Finding it after tiling can cost tens of thousands of dirhams.
Should the plant room be close to the pool?
Yes, ideally within about 6 metres. Short pipe runs cut friction, so a smaller pump can do the job, and there are fewer buried joints to leak. Plan the plant room with the pool, not after the garden is done.
Are saltwater pools cheaper to run in Dubai?
They usually cut chlorine purchases, but the cell needs cleaning and replacing every few years, and fittings and stone must suit salt. Over ten years the cost is often similar to a well-run chlorine pool. People choose salt mainly for how the water feels.
Can a pool be cooled in the Dubai summer?
Yes. A heat pump with a cooling mode or a dedicated chiller can bring summer water back to a comfortable temperature. Shade and a cover help a lot too. Size the unit for the pool volume, or it will run all day without catching up.
What warranty should a Dubai pool contractor give?
Get structural, waterproofing and equipment warranties in writing with clear lengths. UAE decennial liability also covers serious structural defects for ten years, but it only helps if the contractor is licensed for the work and still trading.
How often should a new pool be serviced?
Weekly for at least the first three months while the surface cures, then weekly or fortnightly depending on use, dust and shade. Add an annual equipment review that checks the pump, filter and controller.
