A pool contractor is a licensed company that takes a pool from a sketch to water you can swim in, then keeps it clean afterwards. In Dubai, the job is part engineering and part paperwork. How pool construction works in Dubai
Most villa pools follow the same eight stages. Timings shift with the size of the pool and the speed of the approval, but the order rarely changes.
1. Site visit and survey

3. Approvals
The drawing set goes to the authority that covers your community. Dubai Municipality handles most of the city through the Dubai Building Permits System. Trakhees covers Palm Jumeirah, Jebel Ali and other Nakheel and Dubai World areas. Some communities add their developer NOC on top. Expect two to six weeks, longer if the first submission comes back for corrections.
4. Excavation and shell
Digging, blinding, steel fixing, shuttering, then the concrete pour. Sprayed concrete gives a monolithic shell with no cold joints, which is why most quality builders in Dubai use it for custom shapes. The shell then cures before anything is applied to it. Rushing this stage is the single most common cause of pools that crack and weep years later.
5. Waterproofing and services
A cementitious or membrane system goes on the cured shell and gets tested. Return jets, skimmers or overflow channels, main drains, and the conduit for lighting all go in at the same time. The pump room is built or fitted out in parallel.
6. Tiling and coping
Glass mosaic is the most popular finish on Dubai villa pools because it copes with UV, chlorine and daily thermal swings better than most alternatives. Epoxy grout costs more than cement grout and is worth it in a pool. Coping stones, deck paving and the surrounding hard landscaping complete this stage.
7. Equipment and commissioning
Pumps, filters, dosing units, chillers or heaters, LED lights and the control panel are installed, wired and tested. An 8 m ร 4 m pool holds roughly 48,000 litres, and the first fill usually arrives by DEWA tanker. Water chemistry is balanced before anyone swims.
8. Handover and servicing
You get the as-built drawings, equipment manuals, warranty papers and a walkthrough of the pump room. Then a service plan starts, with weekly visits for most villas in summer.

UAE and Dubai Municipality rules you need to know
Pools in Dubai are regulated, and private villa pools are included. Dubai Municipality’s Health and Safety Department publishes two documents that decide whether your drawings get approved: the technical guidelines for swimming pool plan approval (DM-PH&SD-GU34) and the private swimming pool safety guidelines (DM-PH&SD-GU80). The Dubai Building Code and the Dubai Universal Design Code apply too.
Approvals before you dig
- Every pool in a private villa must be registered with Dubai Municipality before construction or installation starts.
- Drawings are submitted electronically as a multi-sheet DWF file, signed by the owner, with the professional licence, the land map and the consultant assignment letter attached.
- The submission needs a setting-out plan, a pool detail plan, the pipe layout for the pool and pump room, an electrical diagram and a schematic.
- A No Objection Certificate from the developer or landlord is required in most communities.
- Permit fees are set by the Municipality’s Revenue Department. Budget AED 5,000 to AED 15,000 for approvals, and more if a consultant prepares the file.
- Freehold areas under Trakhees follow a separate submission route with their own fees and inspections.
Technical points that decide approval
- Steps or ladders are required once the depth exceeds 600 mm, with at least one ladder for every 30 m of pool perimeter.
- Ladders must be corrosion resistant with anti-slip treads and sit at least 100 mm clear of the pool wall.
- At a past 1.4 m depth, the guidelines push you toward side-mounted ladders instead of internal steps.
- A private villa pool needs at least 1 m of clear deck around it. Public pools need 1.5 m.
- Deck surfaces must be non-slip and laid to fall so water drains away from the pool.
- Depth markings go on the pool wall and on the deck.
- Child-proof fencing is standard at a 1.2 m minimum height with a self-closing, self-latching gate, set back from the pool edge.
- Filtration must turn the whole volume of water over and keep it clear. Untreated water and unbalanced chemistry are both violations.
- Underwater and deck lighting are required for any pool used after dark.
- Children’s pools need at least two floor drains for full emptying.
Adding a slide, a diving board or a bridge over an approved pool, or moving one, means going back to the Health and Safety Department with new plans. Digging without approval risks a stop-work order and the cost of putting things right. Ask any contractor to show you approved permits from recent villa jobs before you sign.

One warning about cheap quotes. The savings almost always come from thinner steel, a weaker waterproofing system, cement grout instead of epoxy, or an undersized pump. None of that shows on handover day. All of it shows within three years.
How to choose a pool contractor in Dubai
Check the trade licence and the activity on it
A valid UAE trade licence is the minimum. Read the listed activities, because a landscaping licence alone does not cover pool construction. Ask for the licence copy before the quote conversation, not after.
Ask how many permits they have pushed through.
A contractor who submits villa pool drawings every month knows what the municipality reviewer will reject. A contractor who does it twice a year will cost you weeks. Ask for two recent approved permits from villas near you.
Look at pools that are five years old.
New pools all photograph well. Ask to see one built five or six years ago. Check the grout lines, the coping edges, the waterline tiles and whether the shell has moved. That single visit tells you more than a portfolio.
Read the quote line by line
A good quote names the waterproofing product, the pump and filter brands, the tile type, the grout, the number of lights and the permit allowance. A single lump sum with the word “complete” next to it is a red flag.
Find out who actually turns up.
Ask which parts of the job are done by the company’s own crews and which go to subcontractors. Tiling and waterproofing are the two trades where the wrong subcontractor causes the most expensive damage.
Confirm the warranty in writing.
Structure and waterproofing should carry a written warranty of several years. Equipment carries the manufacturer’s terms. Get both on paper with the contract, not promised on WhatsApp.
